Meet Frances Pierre
Walking with you toward purpose
Frances Pierre is a seasoned executive leader with extensive experience in social services, homelessness prevention, and strategic operations. She currently serves as the Interim CEO and Chief Operating & Strategic Officer at BHRAGS Home Care Corp., where she oversees operations, strategic initiatives, and the organization’s expansion into homeless services in New York City.
In addition to her role at BHRAGS, Frances is the President of OwnIt Global Strategies, a consulting firm focused on leadership development, organizational strategy, and operational excellence.
Previously, Frances was the Commissioner of the Suffolk County Department of Social Services, leading critical programs that served vulnerable populations. She also spent six years at HELP USA, where she advanced from Senior Vice President of Family and Day Care Services to Chief Operating Officer, overseeing housing programs, shelter operations, and compliance. Earlier in her career, she held key leadership roles at the NYC Department of Homeless Services, managing a $150M budget and overseeing shelter operations for thousands of individuals.
Frances is a Maxwell Certified Coach, Speaker, and Trainer. She is a leader that is meant to lead and make an impact as an executive coach, and leadership development specialist, with additional trainings in psychiatric rehabilitation and substance abuse counseling. She holds a Master of Social Work from Stony Brook University and has served as a board member and advocate for housing and social service initiatives throughout her career. She has provided pastoral counseling, coordinated and officiated several weddings as an ordained Reverend. Frances has also taken on speaking engagements in church and globally. Lastly, she is a Chaplain with the New York State Chaplain Task Force.
Her leadership is defined by a commitment to strategic growth, operational efficiency, and human-centered services, ensuring that organizations thrive while positively impacting the communities they serve locally and globally.
